GCP Europe on Simplifying Environmental Legislation


On 10 September 2025, GCP Europe submitted its contribution to the European Commission’s consultation on the simplification of administrative burdens in environmental legislation.
 

We stressed that simplification should:

  • Streamline and harmonise reporting obligations, removing duplication between EU and national systems.
  • Develop interoperable “single-entry” EU platforms where companies report data once in a standard format.
  • Apply proportionality for SMEs, scaling requirements to company size and risk profile, with tailored financial support.
  • Accelerate and simplify permitting for heat pumps, ventilation, and district heating — drawing on lessons from the Net Zero Industry Act.
  • Rationalise data collection, retiring redundant systems where better alternatives exist.
  • Support skills and workforce development, linking digitalisation of procedures to upskilling opportunities.
     

Why it matters

Reducing unnecessary administrative burdens will improve the capacity of installers, plumbers, and contractors to deliver energy-efficient and low-carbon technologies faster, more affordably, and at scale — boosting the EU’s competitiveness while achieving climate goals.

Our Swedish member Installatörsföretagen also responded to this consultation, calling for better alignment of EU and national rules to avoid duplication, simplified digital processes that save SMEs’ time, and proportionate requirements, especially for small businesses.
